Federal programs and funding have created a perverse incentive in courts that determine custody. These political policies choose men over women, fathers over mothers even in cases where there is Child Sexual Assault, Violence and Abuse. In Domestic Violence Divorces the safe attached mother loses custody 75 - 89% of the time. This Fatherhood Funding was created in the 90's, a backlash to Domestic Violence Policies as Billions of Dollars are allocated annually to insure that Fathers continue contact with their children.
There is no Motherhood funding. There is no equal funding for Mothers and their children to rely on.

This funding violates the CIVIL RIGHTS ACT OF 1964 – TITLE IX “No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance”.
Fatherhood Funding is fueling contested custody cases; fathers are provided extra judicial support, cultural support as Single Fathers are characterized as sympathetic and heroic characters while demonizing Single Mothers' with media and lobbying campaigns, housing, education, attorneys and a culture of choosing Single Father Families as the best interest of children in custody courts.

4 Billion is owed to Mothers. Since 1993 the US Govt has supported Social Welfare Programs for fatherhood at $150 Million Annually.
It would be the Responsible thing to do.

Mothers lose custody in Domestic Violence Divorces, to coercive controllers, batterers and child molesters each year. Men who are supported by a web of funding all to support fathers continued contact, and access to children, even the pedophile gets custody. (irresponsible fatherhood act, access to visitation, marriage and family act, etc)

Courts and Congress Know. This phenomenon of Motherless America, has been thoroughly documented and each year Mothers of Lost Children hold Information and Education days in Washington D.C. to ask for Federal Oversight on these Dangerous Policies.
